Lithgow City Council 

Monitoring

 

In 2011, the New South Wales Government passed legislation (The Protection of the Environment Legislation Amendment Act 2011, or PEOLA Act), which requires Lithgow City Council to monitor its discharges to the environment (land, water or air) as part of its Environment Protection License conditions and publish that monitoring data within 14 days of receipt.

 The holder of a licence subject to a condition referred to in subsection (1) (a) must, within 14 days of obtaining monitoring data as referred to in that subsection:
(a)  if the holder maintains a website that relates to the business or activity the subject of the licence make any of the monitoring data that relates to pollution, and the licensee’s name, publicly and prominently available on that website in accordance with any requirements issued in writing by the EPA

Located on the upper rim of the north-western corner of the sandy borrow pit on the edge of bushland (north of the landfill area).

Located on Sewage Treatment Plant grounds in the small car parking area immediately west of the office. Access is via the road leading to the office building.

Groundwater MB6-B

Located on the far eastern boundary of the landfill, at the base of the old landfill slope (situated immediately adjacent to the bushland edge). Access is via the slope shown to the right of this photo or along the graded drainage line extending to the north of the piezometer.

Groundwater MB9

Located opposite the old truck-wash bay of the landfill. Access is directly off the landfill road. The piezometer is located approximately 60 metres north of the disused demountable toilet block.

MB10

Located adjacent to the demountable storage shed, north of the site-manager’s demountable office. Access is from the main access road to the track leading to the north of these demountables.

Located between the Sewage Treatment Plant fence and the landfill access road. Access is via the landfill access road.

Surface Water SW1

Sedimentation basin located in drainage course located to the west of the landfill area. Water is slowed by a retaining wall and controlled release is via a filtered, perforated riser. Access is via the tracks extending north of the site-manager’s office (demountables).

Located on Sewage Treatment Plant grounds, north of the large settling ponds adjacent to the access road to the Sewage Treatment Plant. Access is made either through locked gates off the access road to the landfill or indirectly through the fenced treatment works compound. The piezometer is situated immediately east of a small pond and north of a now-unused gravel access track.

Located on Sewage Treatment Plant grounds at the base of the slope and edge of concrete paving directly west of the office. Access is via the walkway and stairs over the large steel pipelines.

Surface Water SW1

Located towards the north-western boundary of the waste depot. SW1 is the most westerly holding pond out of a series of 3 small dams. Access is from the laneway running along the northern boundary of the waste depot. Access could also be made along the western site track, however this road has been blocked.

Groundwater MP-1

MP-1. Located immediately west of the sediment basin dam on the northern boundary of the waste depot. The peizometer is situated at the base of the dam bank. Access is from the laneway running along the northern boundary of the waste depot.

Groundwater MP-2

MP-2. Located on the slopes immediately south-east of the 3 small holding ponds situated towards the north-western corner of the site (including SW1). This monitoring point has been damaged and broken off to ground level. It is difficult to locate with tall grasses covering the hole. Access is from the laneway running along the northern boundary of the waste depot.

Located on the slopes immediately south of the 3 small holding ponds situated towards the north-western corner of the site (including SW1). Access is from the laneway running along the northern boundary of the waste depot.
